Nepal Telecom has floated a new international (ICB) tender for convergent real-time billing system and Customer support system. This is its third attempt by the government owned telco to procure the billing system.
Nepal Telecom invites sealed hard-copy bids from eligible international bidders under single stage, two envelope procedure. The tender is named as IFB No. NDCL/CTO/ICB/02/083-84 which covers supply, delivery, installation, testing, commissioning and support of a Convergent Real-Time Billing and Customer Support System on a virtualized platform.
The last billing tender of Ntc was cancelled at a time when the company was about to open the price bid after the technical evaluation. Similarly, the upgrade in the old billing system also became controversial with CIAA filing case in special court against 18 officials, who were finally acquitted with no corruption at all in the billing case.
As the electronic government procurement system (e-GP) has been suspended by PPMO, this tender requires submission of bids in hard copy format. The tender document will be available to the interested bidders after payment of the non-refundable fee via the bank accounts mentioned in the notice.

Nepal Telecom is currently using Convergent real-time billing system and customer support system of Asia Info (Chinese IT and software vendor), which has been operation since a long time. So, Ntc is considering modernizing the billing and customer support system together to accommodate new services, change in requirements and prepare for upcoming technologies like 5G.

The company is asking for the billing and customer support system to be deployed on virtualized platform, which adds more flexibility in deploying scaling computing resources compared to traditional hardware. Earlier there was a discussion whether to have tender for billing system separate to that of the customer support system. But this tender seems to have included both systems integrated into one, as they have been doing such complete packages for the billing system at once.
Nepal Telecom has around 16 million active customers in various services like PSTN, FTTH, 2G, 3G, 4G etc. The billing of those Ntc customers and upcoming ones will be done through the new billing system, converged for all services and performed in real time.

As per our understanding, it should be able to handle new innovative services, and new business models rather than just replicating the old legacy systems. With the continued expansion of 4G, VoLTE, VoWiFi in cellular technologies and possible introduction of digital services in the future, the new billing system has an important role in company’s strategy to provide uninterrupted and modern services while diversifying its services for more revenue streams.
