Ncell has appointed Mr. Michael Foley as its new Chief Executive Officer (CEO), who takes office on November 01, 2025. Foley succeeds the outgoing Syed MD Enamul Kabir in the position, who served as the telco’s Acting CEO to date.
Despite the coming of Foley as its new CEO, Acting Ncell CEO Mr. Kabir will continue to serve at the company as the Chief Financial Officer (CFO).
New Ncell CEO Michael Foley
Mr. Michael Foley has over 20 years of senior leadership experience in the telecommunications industry. He brings a strong track record of success across some prominent companies in the industry.
Before signing up for the Ncell CEO role, Mr. Foley served as the Head of French Africa at Airtel, where he was responsible for operations in seven Francophone African markets. Before that, he was the CEO of Telenor Pakistan (TP), where he led the company through a challenging situation and brought growth, profitability, and employee engagement.
Besides, he also served as the CEO of Grameenphone (Bangladesh) and Telenor Bulgaria, where again, he saw a major business turnaround, growing the customer base to over 70 million. He also oversaw an increase in EBITDA to over 60%.
Foley also worked as the chairman of Tameer Micro-Finance (now Easypaisa, Pakistan), Chairman of Telenor Health, and is currently Chairman of WATU DRC SA, a division of WATU, Africa’s leading asset micro-finance company.

Mr. Foley expresses gratitude for his appointment as Ncell CEO
After being appointed as the new Ncell CEO, Mr. Foley expressed his delight. He said, “I am delighted and humbled to take on this responsibility here in Kathmandu. Ncell is a critical infrastructure provider for the country and holds immense potential to drive digital transformation, enhance economic competitiveness, and attract foreign investments, all while creating new opportunities for the people of Nepal,” he said.

It is essential that we steward these vital assets responsibly as we work to serve the nation, enhance our services, and, most importantly, empower the next generation.”
The Board of Directors of Ncell also expressed strong confidence in Foley’s leadership. It stated, “We are very pleased to welcome Michael to Kathmandu in this key leadership role. His extensive experience and strategic vision will be instrumental in guiding Ncell’s transformation and reinforcing our commitment to serving our communities.”
Foley is a graduate of McGill University and holds executive certificates in Global Management and Governance from INSEAD. He has dual Canadian-Kenyan citizenship.
Foley’s challenges and opportunities as Ncell CEO
Michael Foley joins Ncell as its CEO at a very crucial time. The company has seen financial challenges in recent years, which have led to Axiata’s Nepal exit. In the most recent times, the telco is reeling from the effects of Gen Z protests during which it suffered some crucial infrastructure damage.

The ambitions at the telco, though, are never low. It seeks to turn around its financial conditions, expand, and improve telecom services. And going ahead, it also has an objective for the 5G network launch in Nepal. Therefore, Mr. Foley will have an equal share of challenges and opportunities at Ncell.
