Nepal Telecom (NTC) has expressed serious concern over the unilateral demolition of its office building in Birgunj by the Road Division Office, Hetauda. The building houses sensitive equipment used for international telecommunications services, the company says, and has been an important telecom facility since the early days of telecommunications in Nepal.
The company said the building was demolished despite a case pending at the High Court of Janakpur, Birgunj Bench, and in disregard of the court’s orders. A writ is pending over the legal basis for determining the road’s centerline.
On Shrawan 28, 2083, the company’s managing director Sangita Pahadi had filed the writ on behalf of the company against the Road Division Office, Hetauda, District Administration Office, Parsa, and other concerned offices. In response, the Honorable High Court Janakpur, Birgunj Bench, issued a short-term interim order on Shrawan 29, 2083, directing that the work related to the expansion of Birgunj’s main road not be carried out immediately that would affect the company’s building too.
The company argues that Ghantaghar should be used as the reference point.
The company said the court, during a hearing on an interim order on Bhadra 04, 2083, had clarified that structures should be maintained in their existing condition under the previous 25-meter road standard until a final decision is made.

The company adds that the Road Division Office demolished more of the building than allowed under its own measurement of Baisakh 22, 2083, which required structures within 25 meters on either side of the road’s centerline to be removed. It said the office is also preparing to demolish additional sections.
The company has objected to the damage to the essential public telecommunications infrastructure and said the concerned authorities should be held responsible for damage to public property.
Expressing its disapproval, the company has called on the concerned authorities to respect legal procedures and ensure greater coordination and responsible cooperation going forward.
