NTA Issues 8 Directives to Telcos on 4G, 5G & Service Quality

Nepal Telecommunications Authority (NTA) has given 8 directions to telecom companies to improve mobile service quality (QoS), efficient use of spectrum, comply regulatory provisions of their licenses, adhere to regulatory requirements and protect consumer rights. The authority issued the directive on 2083-04-21 pursuant to section 15 of the Telecommunications Act, 2053 (1997).

NTA 8 Directives to Ntc, Ncell

The 8 directives also include improving 4G quality, expanding 4G nationwide and 5G roll out. So, the regulator shows its genuine efforts on improving Ntc, Ncell 4G quality while introducing 5G in this Fiscal year 2083/84.

  • Quality of Service (QoS) and KPI Compliance: The authority has asked companies to improve mobile service quality (QoS), network reliability, and customer experience, and regularly submit reports to the Authority on compliance with the prescribed Key Performance Indicators (KPIs).
  • Customer Support and Complaint Handling: The authority has also called on telcos to strengthen their customer support by maintaining a consumer charter, adopting the latest technologies including AI for 24×7 complaint handling, improving the Complaint Resolution System, and conducting regular customer satisfaction surveys with corrective actions.
  • Network Expansion and Coverage Mapping: NTA has requested telcos to expand and improve network coverage in underserved areas with priority. It has asked the companies to extend high-speed mobile broadband services to industrial and major urban areas, and update the national telecom coverage map at least once every quarter.
  • 4G Expansion and 5G Rollout Plan: Telcos have been directed to expand and enhance the quality of 4G services. Also, NTA has asked telcos to submit a ‘phased plan’ to launch 5G services, beginning with major cities. It’s certain that NTC is launching 5G in Nepal soon, but we are not certain about the timeline yet.
  • Efficient Spectrum and Infrastructure Utilization: NTA has asked telcos to maximize the use of assigned radio frequency spectrum and telecom infrastructure to minimize duplication of investment and ensure the efficient use of national resources.
  • Grant-funded Project Monitoring: In its notice, the authority has called on service providers to set milestones, timelines, and KPIs for projects funded by itself, implement them efficiently, and submit regular progress reports. This directive does not apply to service providers that have not received grants from the Authority.
  • Cybersecurity and Business Continuity: The authority has told telcos to perform regular security audits, prepare disaster recovery and business continuity plans, submit them, and ensure their implementation.
  • Tariff Review and Cost-based Pricing: It has been directed that telcos regularly review service tariffs, revise them in line with market demand and technological developments, conduct cost-based tariff analysis, and submit tariff proposals to the authority as necessary.

Why NTA gave 8 directives to improve mobile network?

NTA gave 8 guidelines to telcos to improve their mobile service quality to address complaints regarding connectivity. Users usually complain about poor signal coverage, slower data rate, poor call quality, call disconnection among others. The 8 guidelines requested by the authority are some of the keyways to combat the issues users are facing. After which, Ntc and Ncell will need to effectively implement these measures to ensure their customers receive the best services possible.
