The communication minister, Dr. Bikram Timilsina, has shared the progress in the telecom industry in the first 100 days of the current government. In his Facebook post, the minister pointed out various works completed by the government in the telecom industry and others.
“Our 100 days are just the beginning, the beginning of positive politics that puts the people and the country at the center. Our goal is positive change with useful results that the citizens will directly experience, in which direction the government has moved with clear determination,” the minister wrote on his Facebook profile.
He further added that in the past 100 days, the ministry has laid a significant foundation towards making service delivery faster, simpler, and technology-friendly, making public institutions more accountable and transparent, and establishing good governance in practice.

Work progress of government in its first 100 days
NTC service improvements:
- Data usage alert: The ministry has started NTC data usage alert notifications for users to remind them of the use of their NTC data. The government-backed company sends an alert to users after they have used 90% of the data pack in their existing subscription. At the same time, users can now disable the PAYG service, which halts data service and saves balance.
- Auto-subscription pack: Now, the NTC subscription service has started, which means packs auto-renew after their expiration. Called Namaste Recurring packs, these plans come at Rs 299, Rs 499, and Rs 799 with a 30-day validity each.
- Improvement of 4G service quality: NTC has been provided with an additional 5 MHz frequency in the 800 MHz band. Minister Timilsina claims that it has improved NTC 4G speed by up to 59.7% and has increased data traffic by 24.2%.
- One-time KYC: In another highlight of the public-friendly service delivery, NTC has started a one-time KYC system. This removes the need for customers to fill out their KYC every time they subscribe to a new service from the company. The details of the users are stored in the CRM system after a customer submits the KYC for the first time. They are securely stored and are used every time the customer buys a new service from the company.
- Online grievances and tracking: NTC has also developed an online system that tracks customers’ complaints, tracks those grievances, and also responds online. Users can lodge their issues with the company’s services via the company’s NT App and website.
- NTC eSIM online: Customers can now apply for NTC eSIM online while also applying for a new physical SIM online. After an online application, they can visit the nearest NT office and get the SIM.
- One Stop Service: Nepal Telecom has launched front help desks in all offices to provide all services, including SIM cards, FTTH, and tariff payments from one place.
- 4G service expansion: NTC 4G is live in Pathibhara in Taplejung district, Rara Murmatop in Mugu district, and Laha in Tripurasundari Municipality-6 of Dolpa district. Additionally, the company has launched the service in Thulibheri Municipality-1, Dunai (3,900 meters altitude), the Olangchung Gola area of Taplejung (3,400 meters altitude), Ghunsa in Phaktanglung Rural Municipality-6 of Taplejung (3,850 meters altitude), and Kimathanka, the northern border area of Bhotkhola Rural Municipality in Sankhuwasabha district.
- 763 BTS in operation: Through Nepal Telecom’s annual programs, a total of 763 BTS/eNodeB stations have been brought into operation across various locations up to the month of Jestha of FY 2083/83. The gears include 2G BTS at 162 locations, 3G BTS at 13 locations, and 4G eNodeB (800+1800MHz) at 588 locations.
- New site operations: After Chaitra 2082, Nepal Telecom has brought into operation new sites at 251 locations, comprising 4G (1800 MHz) at 137 locations, 4G (800 MHz) at 50 locations, 3G (2100 MHz) at 2 locations, and 2G (900 MHz) at 62 locations.
- In-house software for automation: To manage the entire procurement process digitally from the central office to the regional directorates and subordinate offices, Nepal Telecom has developed and implemented an in-house Procurement Management System (PMS). Similarly, software systems such as the Duty Chart Management System and Meeting Management System are also in use.
- 4G in 750 local levels: Under the expansion of telecommunication service infrastructure, high-speed internet connectivity has reached almost all the local levels. The reach of 4G/LTE service has reached 750 local levels. Optical fiber expansion of 24-core and above has reached 19,873 km, while optical fiber expansion up to 12-core has reached 31,177 km.
Other digital service progress:
- Smart license print: According to the minister, the government has printed 23,75,181 units of licenses till Ashar 16, 2083, which is 82% of the total.
- Fast print of driver’s license: The Department of Transport Management (DoTM) has arranged for a system wherein it prints the licenses of 217968 new applicants within 24 hours.
- Ban on betting Apps: The government banned 26 registered betting apps and 2,48,676 domain links to curb betting.
- Approval of Advertising Policy: The government has approved the ‘National Advertising Policy, 2083’ and implemented it to make the advertising sector transparent, accountable, and adapted to modern technology.
- Drafting of Bills: Drafts for bills related to Information Technology, Cybersecurity, and Artificial Intelligence (AI) have been prepared and moved forward.
- Time-Saving in Service Delivery: Services like broadcasting licenses and movie censorship clearances, which previously took 3 to 7 days, have been restructured and are now provided within 1 to 3 days.
- Doorstep Delivery of Passports: Out of 206,330 passports received from the Department of Passports, transportation has been managed to the respective District Administration Offices via post. Additionally, District Post Offices have delivered 5,728 passports directly to the doorsteps of service seekers in 75 districts (excluding Humla and Bhojpur). On a side note, NTC home delivers SIM from Shrawan 01, 2083 too.
- Review of Postal Routes: The ministry has reviewed and optimized postal routes to reduce the cost and time of postal services. Consequently, mail items that used to take 10 days to travel from Pokhara to Palpa now take just 2 days.
- Transportation and Doorstep Delivery of Driving Licenses: A total of 808,031 driving licenses received from the Department of Transport Management have been transported to the respective district transport offices.
- Driving Licenses: The government has delivered a total of 1,089 driving licenses directly to the doorsteps of service seekers across 7 districts: Kaski, Morang, Banke, Sunsari, Bajhang, Kalikot, and Parsa.
- Smart Post Office: Fifty post offices across the country have been selected to be transformed into IT-based ‘Smart Post Offices.’
- Nagarik app updates: Nagarik App has integrated services for police report, passport, and application for a new driving license.
What’s missing from the report card is the tangible work on the launch of 5G in Nepal. But the ministry could be doing homework for it too. The 5G spectrum auction is certain, and that would herald the next-generation technology in the country.
